It mandates that food must be transported using dedicated, licensed vehicles that are clearly labeled and scientifically equipped to maintain proper temperature control—chilled products below 4°C, frozen below -18°C, and non-refrigerated items below 25°C. Bulk food (liquid, granular, or powdered) must be transported in containers clearly marked and designed for food use.
Transport vehicles must be fully enclosed, leak-proof, and hygienic, with proper loading/unloading practices carried out quickly and away from direct sunlight. Storage in transport vehicles is strictly prohibited. The circular stresses that all food transportation must minimize biological, chemical, and physical contamination risks to protect public health.
